I could be mistaken but as far as I knew, the roads were never blocked. I have only seen reports of the two ice strips being picketed and now a rumor that something is happening re the railway route that is being looked at.

At any rate the transportation for most all goods shipped to these communities is funded by the government in one way or another. so I don't believe that there is too much chance of anyone from a native community starving due to lack of transportation.
