By his (Kaiser) adopting the position you state he currently is expressing suggests that SOME MORE of those who have been playing with Noront's SP, as well as that of many of the other Area Player's SP's NOW SEE the Timing to be BETTER, if not RIGHT, to move forward with ALL THINGS RoF.
And understanding something of the Thinking of more of the MONEY PLAYERS directly and indirectly interested in this AREA PLAY is an important TOOL in Investing in Noront AND Many of the other Area Play Property Holders.
Thus, the various Advisors in the Money and Financing aspects of this Industry seem to be Advising their Venture Calital Clients, Associates and the Explorers that the OVER ALL Climate is more to their Liking and Advantage now as compared to any time in the past couple of years.
And this being the Case, ALL we can expect in the coming months and years is steady progress toward Development of Mines in the RoF. Also, expect the leading indicator to support this.

But the Leading Indicator should show the Steady appreciation from a much better/higher Level than is currently the situation. Thus, hoping here for a relatively quick Correction in the Level of the Leading Indicator some time very soon, then followed by the STEADY forward appreciation from that more proper Leading Indicator Level.
