Yes, the difficulties in negotiating with the First Nations at the ROF arise from conflicts within the First Nations themselves. Marten Falls and Webequie do not agree on boundaries with respect to traditional land use areas. It has nothing literally to do with the mineral explorers. They're kind of stuck in the middle of another dispute.
