So, with these figures, They would build the rail line, supply 100 cars of rolling stock, plus the power to move it, in order to move 30-40 trains a year out of there. What they could charge per tonne of ore would not even justify the cost of the rolling stock and locomotives, let alone somehow amortize the cost of construction.

In order to justify a rail line they will have to prove up reserves to provide minimum of three trains a week (10,000 tonnes each), for a minimum of 20 years. Anything less, and it will only be done by truck, over a road that is subsidized by the Ontario Gov't.
