I believe the strange behaviour has to do with these trades being "odd lots". When a stock is trading below a dollar a lot is 500 shares. An order considered "odd lot" does not get preferential treatment and is often filled at a less than desirable price.

If you want to sell or buy in 100 share increments and you expect to get "at market" prices, the share price has to be above $1.
