I'd be surprised to see any other S. American countries involved with anything in Vennie, except, maybe Cuba (and even they are trying to get themselves up into the sunlight). Who would ever do anything by way of JV with anything in Vennie? Hugo is not well-liked anywhere in the Americas. I think this is another example of Hugo going off on an un-invited tangent - just like his unilateral trip to China, when no-one acknowledged him, since he hadn't been invited. Complete moron.
