He said that he did not know what prompted it and I didn't pursue that because I was scrambling to try and remember things to ask. My impression is that the Chinese meetings were to press for the permit. His call came out of the blue while I was driving. His quote was something like "Did the meetings result in that announcement? I don't know?"
