Kahn in China

A thought. It was said that China would pursue the permit. So, when the time came for it to be issued China wanted the permit and the revised MOC delivered to them for review by their legal teams. They also wanted Kahn to remain in China to answer any question that might need answered or revisions that needed to be made. A week seems just about right. As Minister he would be the only one able to complete this. To get the permit in VZ or Canada would not give the Chinese, who with 2/3 interest are calling the shots, the opportunity to make sure everything is in order. Your thoughts, does this make sense.
