Earliest mine production

excerpt from the resorce intelligence site teamjen offered;

"The Company's goals are to advance Schaft Creek to production in an environmentally and socially progressive manner and become a significant minerals producer by 2013."

Is this possible? Perhaps outdated infomation? I ask because of recent theories being thrown about that Teck may not fully back-in (which I don't understand). Trying to get an idea of how far out production is if we are looking at becoming miners.
